Bien que l\u2019avenir s\u2019annonce radieux pour le solaire en France, certaines difficult\u00e9s et contraintes doivent encore \u00eatre surmont\u00e9es. <\/em> Il y a quelques semaines, \u00e0 l\u2019occasion d\u2019un discours tr\u00e8s attendu mettant un terme aux discussions du groupe de travail cr\u00e9\u00e9 par le Minist\u00e8re de la Transition Ecologique et Solidaire, l\u2019ancien Secr\u00e9taire d\u2019Etat \u00e0 la Transition Ecologique et Solidaire, Monsieur S\u00e9bastien Lecornu, a d\u00e9voil\u00e9 un plan de 30 mesures destin\u00e9 \u00e0 stimuler le d\u00e9veloppement des projets solaires en France. Peuvent \u00eatre cit\u00e9es, parmi ces mesures :<\/p>\n<h6 style=\"text-align: justify;\">\n&#13;\n<p>[\/vc_column_text][\/vc_column][vc_column][vc_column_text css=&#8221;&#8221;]<\/p>&#13;\n<ul class=\"wp-block-list\">&#13;\n<li>Confirmation of the increase of the overall volume of capacity to be allocated through tenders from 1.45 to 2.45 GW per year;<\/li>&#13;\n<li>Renewal of tax exemption for prosumers;<\/li>&#13;\n<li>Reduction of regulatory burdens on so-called \u201ccollective self-consumption projects\u201d;<\/li>&#13;\n<li>Allow third party investors to finance individual or collective self-consumption projects;<\/li>&#13;\n<li>Launch of a new tender for collective self-consumption projects and increase in the capacity allocated through tenders to self-consumption projects;<\/li>&#13;\n<li>The French military forces undertook to put more than 2,000 hectares at the disposal of PV projects before 2025;<\/li>&#13;\n<li>France\u2019s biggest supermarket chains pledged to massively develop solar projects on the rooftops of their supermarkets and logistics centres;<\/li>&#13;\n<li>Simplification of provisions of the Land-Planning Code to facilitate the installation of PV modules on car-parks as well as the development of solar greenhouses;<\/li>&#13;\n<li>The French public railway company pledged to put at least 200 hectares at the disposal of solar projects within 5 years and to develop self-consumption projects;<\/li>&#13;\n<li>Launch of specific, multi-annual tenders in French overseas territories;<\/li>&#13;\n<li>Insertion of a minimum surface of rooftop to be equipped with solar modules in newly built commercial facilities;<\/li>&#13;\n<li>Increase in the allocation of capacity for solar projects combined with an agricultural project and more generally for solar projects located in farms.<\/li>&#13;\n<\/ul>&#13;\n<p>Les annonces de deux acteurs majeurs du secteur de l\u2019\u00e9nergie en France se sont av\u00e9r\u00e9es peut-\u00eatre encore plus spectaculaires. Tout d\u2019abord, le principal op\u00e9rateur du secteur de l\u2019\u00e9nergie en France, EDF, a annonc\u00e9 mi-d\u00e9cembre 2017 son intention de r\u00e9aliser pour 30 GW de projets solaires en France d\u2019ici 2035, contre seulement 200 MW \u00e0 la date de r\u00e9daction de cet article. Selon son Pr\u00e9sident, la mise en \u0153uvre de programme solaire d\u2019EDF conduirait au quadruplement de la part de l\u2019\u00e9lectricit\u00e9 solaire dans la production totale d\u2019\u00e9lectricit\u00e9 sur le territoire fran\u00e7ais. Certains observateurs ont relev\u00e9 que la capacit\u00e9 totale repr\u00e9sent\u00e9e par ce programme solaire repr\u00e9senterait la moiti\u00e9 de la capacit\u00e9 des r\u00e9acteurs nucl\u00e9aires exploit\u00e9s sur le territoire fran\u00e7ais. Il s\u2019agit l\u00e0 d\u2019un changement de paradigme majeur pour EDF, qui doit l\u2019amener \u00e0 investir massivement dans le solaire en France \u00e0 partir de 2020. Pour ce faire, EDF souhaiterait que le Gouvernement fran\u00e7ais rel\u00e8ve le plafond de la puissance maximale pouvant \u00eatre attribu\u00e9e par appel d\u2019offres \u00e0 un projet solaire unique actuellement en vigueur (de 17 MWc actuellement \u00e0 100 MWc). Cela impliquerait qu\u2019EDF puisse trouver entre 25.000 et 30.000 hectares libres pour d\u00e9velopper ses projets, ce qui sera indubitablement la principale contrainte pour ce g\u00e9ant fran\u00e7ais de l\u2019\u00e9nergie. Dans le sillage de l\u2019annonce du plan du Gouvernement, Total a, de son c\u00f4t\u00e9, annonc\u00e9 qu\u2019elle entendait cr\u00e9er des installations solaires d\u2019une puissance globale de 10 GW dans les 10 ans \u00e0 venir. Le Pr\u00e9sident de Total a fait remarquer que, si le chiffre annonc\u00e9 \u00e9tait inf\u00e9rieur \u00e0 celui d\u2019EDF, Total m\u00e8nerait \u00e0 bien ses projets \u00e0 un rythme plus rapide. Total envisage \u00e9galement d\u2019utiliser son vaste r\u00e9seau de stations-services pour r\u00e9aliser des projets solaires en toiture. Il convient de rappeler que, suite aux acquisitions de SunPower, Tenesol, Off Grid Electric, Powerhive et, plus r\u00e9cemment, de Direct Energie, soci\u00e9t\u00e9-m\u00e8re d\u2019un pionnier des \u00e9nergies renouvelables en France, Quadran, Total est incontestablement devenu un acteur essentiel dans le secteur des \u00e9nergies renouvelables. Le 17 octobre dernier, Engie et une filiale d\u2019un des principales enseignes de supermarch\u00e9s en France (GreenYellow, groupe Casino) ont lanc\u00e9 une soci\u00e9t\u00e9 commune baptis\u00e9e R\u00e9servoir Sun et destin\u00e9e \u00e0 d\u00e9velopper des projets d\u2019installations solaires en toiture \u00e0 destination des entreprises et des collectivit\u00e9s locales. L\u2019objectif global en termes de puissance install\u00e9e et d\u2019investissement de R\u00e9servoir Sun est de 100 MWc et de 100 millions d\u2019euros par an. Toutefois, ces annonces doivent encore \u00eatre traduites dans les faits, sur le terrain. Le d\u00e9fi est consid\u00e9rable, car des barri\u00e8res l\u00e9gales et r\u00e9glementaires demeurent et n\u2019ont pas \u00e9t\u00e9 \u00e9voqu\u00e9es par le Minist\u00e8re, notamment\u00a0:<\/p>&#13;\n<ul>&#13;\n<li>Promoters shall put out their projects to tender as long as their power capacity is 100 kWp or more per project for building-integrated pv and 500 kWp or more for ground-mounted solar plants. Despite repeated calls by the representative organisations of the French PV sector, the Government refused to raise these thresholds, impeding the development of solar energy. <\/li>&#13;\n<\/ul>&#13;\n<ul>&#13;\n<li>Tender rules require that the promoter provides a financial collateral amounting to 30 \u20ac per kWp. Small and mid-cap operators in the PV sector are sometimes unable to meet this requirement, or, if they manage to meet this requirement, it will reduce the projects\u2019 return on investment sharply. <\/li>&#13;\n<\/ul>&#13;\n<ul>&#13;\n<li>The development of the solar energy in France ultimately depends on self-consumption, especially in collective housing or commercial buildings. Over the last few months, the French Energy Regulator (\u201cCommission de R\u00e9gulation de l\u2019Energie\u201d) has sent very mixed signals about the development of this new consumption model. Lately, it has established a segregating, though only optional, \u201cfee for the use of the public electricity system\u201d (\u201cTarif d\u2019Utilisation du R\u00e9seau Public d\u2019Electricit\u00e9\u201d, \u201cTURPE\u201d). The main characteristics of this \u201cTURPE\u201d is an increase by 15 % compared to the traditional \u201cTURPE\u201d for the electricity used by prosumers in addition to their solar electricity. Besides, the \u201cTURPE\u201d shall also be paid for the use of the electricity produced by the PV installation and supplied to the group of consumers. By doing so, the Energy Regulator imposed the idea that self-consumption would have a bad effect on the balance of the electricity system.     <\/li>&#13;\n<\/ul>&#13;\n<ul>&#13;\n<li>The feed-in tariffs (or the strike price in the \u201ccontract-for-difference\u201d scheme) are set by the French Government at a national level, notwithstanding the differences in the potential output of solar energy between Northern and Southern France. There should be \u201cregional\u201d tariffs to encourage the harmonious development of PV projects on the whole French territory. <\/li>&#13;\n<\/ul>&#13;\n<ul>&#13;\n<li>The tax framework could be improved again for the prosumers.<\/li>&#13;\n<\/ul>&#13;\n<p>Malgr\u00e9 ces r\u00e9serves, un certain optimisme est de retour dans le secteur solaire en France.
